H.B. & T.S. (Hillsboro, Burwood & Thompson’s Station) Utility District is a non-profit public utility chartered specifically to serve and meet the needs of its customers for safe drinking water. Created in 1968, H.B.&T.S. is run by a board of commissioners.

Our Utility is governed by a Board of Commissioners, with a General Manager in place to run day to day operations and to serve as an adviser to the Board.

Board Member Selection Process: The Commissioners of H.B. & T.S. Utility District serve four year terms. Vacancies on the Board of Commissioners are filled by appointment by the Williamson County Mayor from a list of three nominees certified by the Board of Commissioners to the Williamson County Mayor to fill a vacancy. Decisions by the Board of Commissioners on customer complaints brought before the Board of Commissioners under the District’s customer complaint policy may be reviewed by the Utility Management Review Board of the Tennessee Department of Environment and Conservation pursuant to Section 7-82-702(7) of Tennessee Code Annotated.
