How to Obtain Service
HB&TS Utility District offers 2 ways to establish new service.

Option 1: Visit the District Office at 505 Downs Blvd., Franklin, TN 37064.

Option 2: 

Submit via email-

  • Download the Water Service Contract and Application.
  • Email the completed Water Service Contract along with a COLOR copy of your valid driver’s license to info@hbtsud.com.
  • Once the contract and drivers license has been submitted via email, please call our office at 615-794-7796 to make a payment for the water connection fee over the phone via credit card. ( A $3 processing charge will be applied.)

You may also mail the completed Water Service Contract and Valid Driver’s License to our office at 505 Downs Blvd., Franklin, TN 37064. Payment must be enclosed with the contract if mailed. If you choose to mail your contract, please make sure the contract is received in our office before the requested start date of your service.

All connection fees must be paid in full prior to beginning new service.

Fees for new service:
Fees for new service are as follows:
– New Customers (No prior service with HB&TS)- $100.00
– Existing/Prior Customers- $20.00

Note: All fees/payments made with credit cards are subject to a processing fee.

Water connection fees are non-refundable.

Water Service Contract and Application 

Separate Irrigation Meter Contract

Backflow Device Test Report Form

Leak Adjustment Form  (A plumbers affidavit or repair bill must be submitted along with this form)

Irrigation Non-Use Agreement 

Fire Hydrant Meter Contract  ( A $2,500 deposit is required along with a $100 non-refundable water connection fee. The deposit of $2,500 must be paid with a check. The $100 fee can be paid with cash, check or card.)


(The check will be held until the meter is returned to our office in proper working condition. At that time, the check will be returned to you. If the meter is returned in NON proper working condition, HB&TS will deposit the check.)


Rates For Regular Residential Meter- 

(These rates also apply to Limited Irrigation Meters)

  • Customer Charge (Standard 5/8″ Residential) : $18.50
  • Customer Charge (3/4″ Meter) : $24.65
  • Customer Charge (1″ Meter) : $38.05
  • Customer Charge (2″ Meter) : $127.00
  • 0 to 8,000 gallons: $7.15 per thousand.
  • 8,001 to 20,000 gallons. $9.10 per thousand.
  • Greater than 20,001 gallons. $11.35 per thousand.
  • Existing Customer Transfer Fee: $20.00
  • New Customer Connection Fee: $100.00
  • Normal Operating Hours Reconnection Fee: $50.00
  • After Hours Reconnection Fee ( 4:00pm-7:00pm M-F): $80.00
